About Us

Tethercells Ltd was established in Cambridge, UK in 2021 in order to drive the development of an exciting new technology and associated IP that will radically improve mobile customer experience by greatly enhancing coverage and performance of existing mobile networks at a substantially lower cost than conventional towers, and with a much lower carbon footprint.

Tethercells has set about addressing the opportunity via an extensive development programme, leveraging a wide range of contacts and partners in the Cambridge ecosystem, and bringing multiple scientific and engineering disciplines together.

Our multi-disciplinary team works under a board of directors with wide ranging experience across the mobile industry.

Peter Davidson

Chairman and Chief Executive Officer

Peter has experience of founding and leading start-ups, providing policy advice for governments and running technology functions for substantial businesses . After reading chemical engineering at Trinity College, Cambridge, he spent over 25 years at ICI in both UK and the Netherlands, with responsibilities including engineering design, plant site and R&D management. He held several technical director positions within ICI for global businesses and was elected youngest ever fellow of the Royal Academy of Engineering in its first three decades for his work between industry and academia and his contributions to ICI gaining Queens Awards for both Technology and Export. From 2007 to 2010 he served as ‘Senior Innovation Adviser’ for various UK government departments. He has been involved in raising c.£150m of funding for several startups and was founder, CEO and Chairman of Stratospheric Platforms Ltd, before founding Tethercells Ltd in 2021.

Andrew Faulkner

Chief Technology Officer

Andrew has a long and distinguished career in the fields of computing and telecommunications/radio engineering. With a BSc in Electronics from Manchester University, he has worked variously at GEC, Husky Computers (where he spent 20 years with 10 years as Managing Director and winning 2 Queens awards for industry), followed by a PhD in Astrophysics at Jodrell Bank Radio Telescope (part of Manchester University)  and The Cavendish Laboratory in Cambridge where he played a leading technical role developing very large phased array antennas located in Western Australia for the global Square Kilometre Array Radio Telescope Project. In  Stratospheric Platforms Ltd he was VP Communications, before going on to co-found Tethercells Ltd in 2021.

Neil Holmes

NED/Finance Director

Neil is a Fellow of the Association of Chartered Certified Accountants, a Fellow of the Association of Corporate Treasurers and a Chartered Member of the Chartered Institute for Securities and Investment. He has over 25 years of accounting and finance experience within private and public companies, on both an executive and non-executive basis, and with directorships across multiple different commercial sectors. Neil has held a number of senior finance leadership roles, including Finance Director and Chief Financial Officer and has also acted as a company secretary and overseen treasury and operational activities. He is currently Head of Financial Reporting for Zurich International and was previously Group Financial Controller of Hansard Global plc.

Anthony Shiner

NED

Anthony has over 30 years of market & geographical experience in commercial roles across telecoms and digital industries, with a focus on building comprehensive go-to-market strategies, effective product development , and particular expertise in product marketing, customer experience management , distribution strategies with digital and analytics strategy. A graduate of UNSW, Sydney, he has worked in a variety of commercial, digital and product management. Roles in over 20 years in the Singtel group across Optus (in Australia) and Singtel (in Singapore) in addition to Executive Directorship of Telstra Digital in Australia. More recently he has spent 5 yrs at EITC as Chief Digital Lifestyle, Innovation & Customer Officer for du telecom & Virgin Mobile UAE, moving to Airtel Africa as Group Chief Commercial Officer, before returning to Australia in 2024 as Chief Customer Officer at Optus.

Philippe Vogeleer

NED

Internationally mobile global executive with track record of delivering growth at the intersection of business, government, and development finance. Philippe has over 25 years of experience leading digital investments, structuring complex partnerships, and guiding organizations through international expansion and has lived in 10 countries. Following a Law degree he started out at Deloitte and progressed from advising MNCs on international business development to running various businesses for Orange, and Ooredoo, before joining Vodafone and advising on strategy at holding company level. He created investment partnerships with telecom operators around the globe, public authorities in Europe, Middle East, and Africa; MNCs such as Sumitomo Corp; and international organizations such as BII, DFC, EIB, IFC, and the World Bank. Since 2024 he has been an independent NED with investment companies active in tech in Asia, Europe, and the US. He is member of both the NACD and the IOD, where he is also a council member.

During his career, Philippe has completed postgraduate courses in Telecoms and Competition Law; postgraduate degrees in Law, Media & Comms, Business Administration, and Governance; and holds an honorary degree as Professor of Governance.

Michael Ogden

Legal Counsel

Michael has almost two decades of experience as a Corporate and Commercial lawyer in the United Kingdom and the Middle East. Starting out as a Corporate lawyer at a Magic Circle law firm in London where his practice included transactional and advisory work for a broad range of privately held and listed clients, Michael then moved in-house to Telefonica O2 where he advised across a number of practice areas in the TMT space. Relocating to the United Arab Emirates in 2015, Michael has spent over a decade advising du telecom and its premium consumer brand, Virgin Mobile, on all aspects of its business activities, most recently as General Counsel and Head of Legal. He has broad experience advising on ICT infrastructure and transformation projects, strategic corporate matters and has launched two fintech businesses in both the UK and the UAE. Michael has now relocated to Europe where he serves as General Counsel for Brahma AI, a global Enterprise AI Content Creation company.
